The errors output by the NCIRF are described in NCIRF: an organ dose calculator for patients undergoing radiography and fluoroscopy , the error is referred to as Monte Carlo relative error (%), and in the NCIRF User Manual as Monte Carlo statistical errors. Is this the standard error divided by the mean of the organ doses?

It is relative error, defined as the standard deviation divided by the mean -- which the same to that provided in MCNP. For more detailed equations, please refer to the section 4.1 and 4.1.1 of "MCNP primer".
